If measuring something doesn’t reduce your uncertainty about it, the measurement was a failure.
When a measure becomes a target, it ceases to become a good measure.
I’ve also heard this put as “any metric can be gamed”. But so what? I don’t think the answer is to abandon measurement altogether. The best answer I’ve gotten comes from @ar3 who gave me the idea to measure as much of what matters as you can, so that gaming of one metric comes at the expense of another.
