A quantitively expressed reduction of uncertainty based on one or more observations. (Douglas W. Hubbard in How to Measure Anything)

If measuring something doesn’t reduce your uncertainty about it, the measurement was a failure.

Goodhart’s Law

When a measure becomes a target, it ceases to become a good measure.

I’ve also heard this put as “any metric can be gamed”. But so what? I don’t think the answer is to abandon measurement altogether. The best answer I’ve gotten comes from @ar3 who gave me the idea to measure as much of what matters as you can, so that gaming of one metric comes at the expense of another.
