The concept of sociotechnical systems takes a holistic approach to technology and recognizes that technical systems are inseparable from their human operators and maintainers.

The software consultancy Thoughtworks writes about their experience with failed Migrations off of legacy systems resulting from focusing only on the technological aspects and ignoring the social and human components:

the poor outcomes they were seeing were largely a product of the organization; specifically it’s leadership, structure and ways of working. They thought by just selecting newer technologies, but leaving everything else more or less unchanged, that they would get different outcomes from the past. In hindsight this was clearly unrealistic.
